EL ESTADO COLOMBIANO EN DESARROLLO DE SU ESTRATEGIA DE TERROR MILITAR
Y PARAMILITAR, RETIENE ILEGAL Y ARBITRARIAMENTE, SEÑALA, ESTIGMATIZA,
ATERRORIZA Y ATENTA EN CONTRA DE HUMILDES CIUDADANOS CAMPESINOS, INDÍGENAS,
AFRO COLOMBIANOS Y ESTUDIANTES Y SUS ORGANIZACIONES; LOS CUALES VIENEN
HACIENDO PARTE DEL PROCESO DE MOVILIZACIÓN NACIONAL AGRARIA Y POPULAR
QUE SE DESARROLLARÁ LOS DÍAS 10, 11 Y 12 DE OCTUBRE DE 2007, A LO LARGO
Y ANCHO DE LA GEOGRAFÍA COLOMBIANA.
TODAS ESTAS ACCIONES DE TERRORISMO DE ESTADO, VAN DIRIGIDAS A AFECTAR
A TRAVÉS DE LA ACCIÓN LEGAL E ILEGAL DEL ESTADO COLOMBIANO, LOS PROCESOS
DE MOVILIZACIÓN EN CONTRA DEL ACTUAL RÉGIMEN DE TERROR Y MISERIA EN QUE
ESTA SUMIDA LA INMENSA MAYORÍA DE COLOMBIANOS
DE ACUERDO A DENUNCIAS RECIBIDAS
HECHOS:
DEPARTAMENTO DEL TOLIMA
El 8 de octubre en el municipio de Rioblanco fueron retenidos por el Batallón
de Infantería de Alta Montaña Nº 17, a cargo del General José Domingo
Caicedo, los jóvenes Manuel Hernández y Anselmo Hernández, mientras se
desplazaban en un auto particular. El ejército argumenta que los retenidos
deben quedarse prestando el Servicio militar obligatorio y por esa razón
tienen que permanecer en el Batallón.
El 9 de octubre en el municipio de Prado, a las 12:30 p.m. aproximadamente,
fueron retenidos los campesinos Hernando Hernández, Edgar Ruiz, Wilfredo
García y Dani González, por miembros del Batallón Root, quienes afirmaron
que obligarían a los campesinos a prestar servicio militar. En la vía
que conduce hacia el municipio Cajamarca, en el sitio llamado La Cuchilla
fueron retenidos a la 1:00 p.m., los campesinos José Ocampo y José Miguel
Quevedo por miembros del Batallón Rooke para reclutamiento. Horas después
fueron dejados en libertad bajo la condición expresa de que no participaran
más en la movilización.
El municipio de Santa Isabel fue completamente bloqueado e incomunicado.
Las personas no pueden salir del municipio y las empresas de transporte
tienen orden expresa de no prestar el servicio. En el municipio de Saldaña,
a las 3:00 p.m. fueron retenidos cuatro carros por miembros del ejército
pertenecientes a la VI Brigada, situación que se presentó también en los
resguardos indígenas de la población donde hasta el momento se siguen
reclutando jóvenes para que presten el servicio militar. En el municipio
de Venadillo a las 4:49 p.m, a las comunidades de las veredas de La argentina,
la Esperanza y El Salto, les fue bloqueado el paso hacia Ibagué por miembros
de las fuerzas militares.
En la vía entre los municipios de Chaparral y el Limón, miembros del Batallón
Caicedo del Ejército nacional, retuvieron 2 carros en los cuales se transportaban
algunos campesinos para la movilización. Las personas retenidas suman
aproximadamente 200 personas. En el municipio de Coyaima, en el Resguardo
indígena Guayaquil, miembros del Ejército Nacional de la VI Brigada que
opera en el Departamento realizan bloqueo alimentario a los habitantes
de dicha comunidad.
Entre los municipios de Castilla y Coyaima a las 5:00 p.m., fueron retenidos
dos carros por miembros del ejército quienes están reclutando a los jóvenes
que participan de la movilización. Los retenidos son los indígenas de
los resguardos San Jabonda, Ilarquito, San Diego, Cacique y Calarca. El
ejército también retuvo los documentos de varios de los pobladores.
En el municipio de Purificación se instaló un reten militar, la policía
amenaza a los manifestantes con la supuesta existencia de una investigación
en su contra y el municipio de Cajamarca tienen un cerco militar, con
lo que se pretende bloquear la salida los campesinos. Así mismo, la comunidad
en San Juan De La China en el Municipio de Anzuategui, fue intimidada
por parte del ejército Nacional para que no participara en la movilización.
Este acto estaba dirigido especialmente a sus dirigentes; en la vereda
Honduras, miembros del Ejército Nacional arrebataron a los campesinos
los víveres para la logística de la movilización.
DEPARTAMENTO DE PUTUMAYO
El 8 de octubre en horas de la mañana, en la Vereda Siberia, Municipio
de Orito, la señora alcaldesa Berta Ligia Pantoja, manifestó a los líderes
campesinos que "esta recibiendo presiones para un desalojo por la
fuerza de la concentración pacifica de campesinos" y extendió a su
vez, la propuesta de esperar hasta el miércoles 10 de octubre, para la
realización de una reunión entre delegados del gobierno nacional y departamental
y delegados de las comunidades movilizadas, con el objetivo de buscar
de manera concertada acuerdos que solucionen la crisis económica y social
de la zona.
En la Escuela de la Vereda Santa Lucia, Municipio de Orito, la concentración
pacifica de Campesinos, desde las 2:00 de la tarde, fue reprimida brutalmente
por Agentes de las Fuerzas especiales de policía Antinarcóticos, de contraguerrillas
y de ESMAD, quienes por aire (Helicópteros) y tierra, reprimieron a la
comunidad utilizando Gases lacrimógenos, ráfagas y disparos tiro a tiro
de proyectil de goma y de fuego de arma larga sobre la humanidad de los
concentrados,
con un saldo trágico de heridos, que a la fecha y hora es indeterminado,
entre los que se destacan: Heridos con balas de goma y de fuego, cortadas
con machete, fracturas en las extremidades, con elementos contundentes
(palos) recubiertos con elementos corto punzantes alambre de púas y puntillas.
DEPARTAMENTO DE ARAUCA
El día 8 de octubre, en el sector de la Gallera, a las 3.00 a.m., inspección
de Aguachica, vereda del municipio de Arauquita, fueron sacados de su
casa de habitación los hermanos JOSE AURELIO BELTRAN y PEDRO JOSE BELTRAN,
con 23 Y 24 años de edad respectivamente, por personas desconocidas que
actuaron de manera coordinada con la Brigada 18, quienes según versiones
de la comunidad se movilizaban en una camioneta. A las 5:15 a.m. los hermanos
fueron asesinados brutalmente. El mismo día, asesinos del mismo grupo
que asesinó a los hermanos Beltrán, asesinaron, a la 1:30 p.m, al señor
GRATINIANO ARGOTE, viejo fundador de la vereda Aguachica, quien se caracterizó
siempre por ser un humilde servidor de la comunidad y su don de gentes.
Estos crímenes en el departamento de Arauca, se suman a mas de cinco (5)
ejecuciones extrajudiciales perpetradas en la jurisdicción de Pueblo Nuevo
y veredas circunvecinas del municipio de Tame, hechos denunciados oportunamente
por las comunidades y organizaciones no gubernamentales defensoras de
los Derechos Humanos, sin que las autoridades competentes y/o de control
hagan nada por evitarlos. Los hechos ocurrieron en un departamento con
alta presencia del ejército a través de la Brigada 18 y la política de
Seguridad Democrática.
ANTE EL HECHO EVIDENTE DE PRESIONES Y HOSTIGAMIENTOS POR PARTE DE GRUPOS
ESTATALES MILITARES Y PARAMILITARES QUIENES APLICAN MEDIDAS REPRESIVAS
CON EL FIN DE AFECTAR EL PROCESO ORGANIZATIVO Y DE ACCIÓN POLÍTICA QUE
LAS ORGANIZACIONES DE LOS DEPARTAMENTOS DEL TOLIMA, PUTUMAYO Y ARAUCA
HEMOS VENIDO PREPARANDO; Y QUE SABEMOS QUE HOY COMO AYER EL EJERCICIO
DEL DERECHOS CIVILES Y POLÍTICOS, DESENCADENARAN UNA VIOLENTA ACCIÓN POR
PARTE DEL ESTADO COLOMBIANO. HOY ESPERAMOS QUE A DIFERENCIA DE AYER LOS
PUEBLOS DEL MUNDO ROMPAN EL SILENCIO Y SE SOLIDARICEN DE TODAS LAS FORMAS
QUE TENGAN A BIEN EN CONTRA DE LAS ACCIONES QUE ESTE RÉGIMEN HA APLICADO
HISTÓRICAMENTE CONTRA EL PUEBLO COLOMBIANO.
EXIGIMOS
A LA OFICINA DEL ALTO COMISIONADO DE LAS NACIONES UNIDAS PARA LOS DERECHOS
HUMANOS (OACNUDH)
• El cumplimiento de su mandato como veedores de que el estado colombiano
cumpla con sus obligaciones constitucionales y de los Derechos Internacionales
de los Derechos Humanos.
AL ESTADO COLOMBIANO
• El inmediato cumplimiento de las reiteradas recomendaciones que sobre
el respeto y acatamiento del Derecho Internacional de los Derechos Humanos
han formulado la Comisión de Derechos Humanos de las Naciones Unidas,
La comisión Interamericana de Derechos Humanos de la OEA y demás organismos
internacionales.
• Detener las medidas represivas y el amedrentamiento al que están siendo
sometidas las comunidades de los Municipios de Chaparral, Prado, Santa
Isabel, Boqueron, Coyaima, Purificación, Castilla y Anzuategui en el Departamento
de Tolima por parte de las Fuerzas regulares e irregulares del Estado
Colombiano.
• Garantizar los derechos a la vida, la integridad física y psicológica,
a la libre movilidad, a la libertad de asociación y a la protesta, de
los Ciudadanos de los Municipios del Departamento del Tolima, por parte
de las Fuerzas regulares e irregulares del Estado Colombiano.
A LAS GOBERNACIONES DEL TOLIMA, PUTUMAYO Y ARAUCA
• Detener las medidas represivas y el amedrentamiento al que están siendo
sometidas las comunidades de los Municipios de Chaparral, Prado, Santa
Isabel, Boqueron, Coyaima, Purificación, Castilla y Anzuategui en el Departamento
de Tolima en el Departamento del Tolima, por parte de las Fuerzas regulares
e irregulares del Estado Colombiano.
• Garantizar los derechos a la vida, la integridad física y psicológica,
a la libre movilidad, a la libertad de asociación y a la protesta, de
Las comunidades de los departamentos mencionados por parte de las Fuerzas
regulares e irregulares del Estado Colombiano.
A LA DEFENSORÍA DEL PUEBLO
• Cumplir con su papel institucional de velar por la garantía y el respeto
a los derechos constitucionales de la vida y el legitimo derecho a la
protesta de las comunidades asentadas en los Municipios y departamentos
mencionados, por parte de las Fuerzas regulares e irregulares del Estado
Colombiano.

TO THE NATIONAL AND INTERNATIONAL COMMUNITY
IN THE DEPARTMENTS (STATES) OF TOLIMA, CENTRAL COLOMBIA; PUTUMAYO, SOUTHWESTERN
COLOMBIA, AND ARAUCA, EASTERN COLOMBIA,
The Colombian state, as part of its strategy of military and paramilitary
terror, is illegally and arbitrarily imprisoning, accusing, stigmatizing,
terrorizing and attacking humble rural citizens, the indigenous, Afro-Colombians
and students – as well las their organizations – who have been taking
part in the national agrarian and popular mobilization that will take
place on October 10, 11 and 12, 2007, throughout Colombian territory.
All these acts of state terrorism are meant to affect the process of mobilization
against the current regime of terror and misery to which the great majority
of Colombians are subjected. The state is using both legal and illegal
actions toward this end.
This information is based on reports from the affected communities
Events:
TOLIMA DEPARTMENT
On October 8, in the municipality (county) of Rioblanco, the High Mountain
Infantry Battalion #17, under the command of General José Domingo Caicedo,
detained brothers MANUEL HERNÁNDEZ and ANSELMO HERNÁNDEZ as they were
driving in a private car. The army claims the detained youths must stay
with the battalion for their obligatory military service.
On October 9, in the municipality of Prado, at approximately 12:30 p.m.,
members of the Root Battalio detained HERNANDO HERNÁNDEZ, EDGAR RUIZ,
WILFREDO GARCÍA and DANI GONZÁLEZ, claiming the young farmers all needed
to report for military service. At a point on the road to the municipality
of Cajamarca known as La Cuchilla, members of the Root Battalion also
detained peasant farmers JOSÉ OCAMPO and JOSÉ MIGUEL QUEVEDO for the purpose
of drafting them. Hours later, the two were released on the condition
that they not participate in the mobilization.
The municipality of Santa Isabel has been completely blockaded and left
incommunicado. The people are unable to leave the municipality, and the
bus and taxi companies have express orders not to provide service. In
the municipality of Saldaña, at 3 p.m., four cars were detained by soldiers
from the 6th Brigade. A similar situation exists in the nearby indigenous
reservation, where young men are also currently being drafted into military
service. In the municipality of Venadillo, at 4:49 p.m., military forces
have blockaded the roads from the villages of La Argentina, La Esperanza
and El Salto to the main city of Ibaqué.
In the road between Caparral and El Limón municipalities, members of the
Caicedo Batallion detained two cars transporting several peasant farmers
to the mobilization. The number of people detained and arrested now stands
at approximately 200. In the municipality of Coyaima, in the indigenous
reservation of Guayaquil, members of the 6th Brigade of the National Army
are carrying out a food blockade of that community.
Two cars were detained at 5:00 p.m. on the road between Castilla and Coyaima
by soldiers drafting young men who are participating in the mobilization.
The detained were indigenous men from the reservations of San Jabonda,
Ilarquito, San Diego, Cacique and Calarca. The army also retained several
townspeople’s identification papers.
In the municipality of Purificación, a military roadblock has been set
up and the police are threatening demonstrators talking of a supposed
investigation against them. There is also a military roadblock in the
municipality of Cajamarca, with the intent of blocking the farmers from
leaving. The community of San Juan de la China, in the municipality of
Anzuategui was intimidated by the army and told not to participate in
the mobilization. This act was directed most of all at the leaders. In
the village of Honduras, members of the army confiscated food and supplies
for the mobilization from the townspeople.
PUTUMAYO DEPARTMENT
On the morning of October 8, in the village of Siberia, Orito municipality,
mayor Berta Ligia Pantoja expressed to the peasant-farmer leaders that
she was ‘receiving pressure to forcibly remove the peaceful concentration
of peasant farmers” there. She offered to wait until Wednesday, October
10, for a meeting between national and local government spokespeople and
delegates of the protesting communities, hoping to find a way to reach
agreements to solve the economic and social crisis in the area.
At the school in the village of Santa Lucia, also in Orito municipality,
the peaceful rural protest was, beginning at 2 p.m., brutally suppressed
by special forces of the anti-narcotics police, counter-insurgency forces,
and ESMAD riot police. Arriving by both land and helicopter, they attacked
the community using tear gas, rubber bullets and live rounds against the
demonstrators. This caused an unknown number of injuries, including both
rubber and live bullet wounds, gashes from machetes, broken bones and
injuries caused by clubs wrapped in barbed wire.
ARAUCA DEPARTMENT
On October 8, in the village of Aguachica, Arauquita municipality, at
3 a.m., unknown assailants working in coordination with the 18th Brigade
took brothers JOSÉ AURELIO BELTRAN, 23, and PEDRO JOSÉ BELTRAN, 24 from
their homes. According to members of the community, the assailants were
driving a truck. At 5:15 a.m., the brothers were brutally murdered. The
same day, at 1:30 p.m., assassins from the same group that killed the
Beltrán brothers murdered Mr. GRATINIANO ARGOTE, founder of the village
of Aguachica, who had always been known as a humble servant of the community
and for his gift for talking to people. These crimes in the department
of Arauca are added to the more than five extra-judicial executions perpetrated
in the town of Pueblo Nuevo and neighboring villages in the municipality
of Tame, murders denounced in a timely fashion by the communities and
human rights organizations. The authorities and oversight agencies have
done nothing to prevent them. These events have occurred in a department
with major military presence (including the 18th Bridage) and the policy
of “Democratic Security.”
FACED WITH THE PRESSURE AND ATTACKS OF STATE MILITARY AND PARAMILITARY
GROUPS WHO APPLY REPRESSIVE MEASURES WITH THE GOAL OF AFFECTING THE ORGANIZATIONAL
PROCESS AND POLITICAL ACTION THAT THE ORGANIZATIONS IN TOLIMA, PUTUMAYO
AND ARAUCA HAVE BEEN PREPARING – AND WITH THE FACT THAT TODAY, LIKE YESTERDAY,
THE EXERCISE OF CIVIL AND POLITICAL RIGHTS WILL PROVOKE A VIOLENT REACTION
FROM THE COLOMBIAN STATE – WE HOPE THAT TODAY, UNLIKE YESTERDAY, THE PEOPLES
OF THE WORLD BREAK THE SILENCE AND JOIN IN ALL FORMS OF SOLIDARITY AVAILABLE
TO THEM AGAINST THE ACTIONS THIS REGIME HAS HISTORICALLY TAKEN AGAINST
THE COLOMBIAN PEOPLE.
WE DEMAND
OF THE OFFICE OF THE UNITED NATIONS HIGH COMMISSIONER FOR HUMAN RIGHTS:
• That it carry out its mandate as overseer of the Colombian state’s fulfillment
of its constitutional obligations and International Human Rights Law;
OF THE COLOMBIAN GOVERNMENT
• The immediate fulfillment of the repeated recommendations on respect
and observance of International Human Rights Law as formulated by the
United Nations Commission on Human Rights, the Inter-American Human Rights
Commission, and other international organizations,
• That it cease the repressive measures and attacks to which the communities
of Chaparral, Prado, Santa Isabel, Boqueron, Coyaima, Purificación, Castilla
and Anzuategui, in the department of Tolima, are being subjected by the
regular and irregular forces of the Colombian state,
• That it guarantee the rights to life, physical and psychological integrity,
free movement, free association and protest of the citizens of Tolima;

• That they cease the repressive measures and attacks to which the communities

As part of the fulfillment of its mandate, that it take all action possible
to ensure that the actions of the Colombian government comply with the
internal and external norms that it has committed to respect, and that
it begin all necessary investigations into volations of these norms.
WE APPEAL TO THE HUMAN RIGHTS GROUPS AND POPULAR ORGANIZATIONS, THAT THEY
REMAIN READY AND ALERT WITH RESPECT TO THE CRITICAL HUMAN RIGHTS SITUATION
FACED BY THE COLOMBIAN PEOPLE, AND ESPECIALLY TO THE IMMANENT REPRESSION
AND RISK TO THE COMMUNITIES, ORGANIZATIONS AND LEADERS WHO ARE PARTICIPATING
IN THE NATIONAL AGRARIAN AND POPULAR MOBILIZATION OF OCTOBER 2007.

MOBILITAZIONE NAZIONALE AGRARIA E POPOLARE CHE SI TERRA’
NEI GIORNI 10, 11, 12 OTTOBRE 2007
IN TUTTE LE REGIONI COLOMBIANE.
TUTTE QUESTE AZIONI TERRORISTICHE DELLO STATO, SONO DIRETTE A COMPROMETTERE,
ATTRAVERSO L’AZIONE LEGALE ED ILLEGALE DELLO STATO COLOMBIANO, I PROCESSI
DI MOBILITAZIONE CONTRO L’ATTUALE REGIME DI TERRORE E MISERIA IN CUI E`IMMERSA
LA GRAN MAGGIORANZA DEI COLOMBIANI.
SECONDO LE DENUNCE RICEVUTE
DIPARTIMENTO TOLIMA
L’ 8 ottobre nel Municipio di Rioblanco sono stati detenuti dal battaglione
di Infanteria di Alta Montagna numero 17 con a capo il Generale Jose Domingo
Caicedo, due giovani, Manuel Herandez e Anselmo Herandez, su un veicolo
proprio. La scusa dell‘ esercito e’ che i detenuti devono prestare servizio
militare obbligatorio e per questo sono obbligati a restare col Battaglione.
Il 9 ottobre nel Municipio di Prado alle ore 12 e 30 circa, sono stati
detenuti i contadini, Hernando Hernandez, Edgar Ruiz, Wilfredo Garcia
e Doni Gonzales, per mano dei membri del Battaglione Root, i quali affermano
che obbligheranno i contadini a prestare servizio militare.
Sono stati detenuti inoltre, nel municipio di Cajamarca i contadini Jose
Ocampo, Jose Miguel Quevado per mano dello stessso battaglione, Root.
Qualche ora dopo sono stati rilasciati con la condizione di non partecipare
alla mobilitazione per nessun motivo.
Il Municipio di Santa Isabel e’ stato completamente bloccato e lasciato
senza possibilita’ di comunicazione. Le persone non possono uscire dal
municipio e le imprese di trasporto pubblico hanno ricevuto ordine di
non prestare servizio.
Nel Municipio di Saldaña alle 3 p.m. sono state detenute quattro macchine
per parte di membri dell’ esercito appartenenti alla VI Brigata.
Nel Municipio di Venadillo alle 4 e 49 p.m. alle comunita’ La Argentina
El salto gli e’ stata bloccata la strada verso Ibague’.
Nei Municipi di Chaparral e El Limon, membri del battaglione Caicedo dell’esercito
Nazionale hanno detenuto due macchine di contadini che volevano partecipare
alla mobilitazione nazionale.
Nel Municipio di Coyaima, nella zona del Guayaquil, membri dell’esercito
della VI Brigata che opera nella zona stanno realizzando un blocco alimentario
agli abitanti.
Nel Municipio di Purificacion si e’ stabilito un blocco militare dove
minacciano i manifestanti con presunte accuse.
Si denunciano altre azioni contro i manifestanti in altre zone come nel
Municipio di Anzuategui, il Municipio di Cajamarca e la comunita’ di San
Juan de la China.

DIPARTIMENTO PUTUMAYO
L’ 8 Ottobre, nel Municipio di Orito, il sindaco, Berta Ligia Pantoja
ha ricevuto pressioni perche’ non si realizzi il concentramento pacifico
di contadini nella zona. Alle due del pomeriggio la stessa concentrazione
che comunque si e’ organizzata e’ stata duramente repressa per gli Agenti
delle forze speciali di polizia antinarcotici e antiguerriglia con elicoterri
e per terra, con gas lacrimogeni e spari. Lo scontro ha avuto un tragico
saldo di feriti che fino ad adesso non e’ determinato con precisione.
DIPARTIMENTO DEL CAUCA
L’ 8 Ottobre, nella zona del Galera, sono stati assassinati due fratelli
di rispettivamente, 23 e 24 anni di nome Aurelio Beltran e Pedro Josè
Beltran.
Poche ore dopo e’ stato assassinato Gratiniano Argote della comunita Aguachica.
Si sommano in tutto, nella giornata di oggi, 9 ottobre, circa duecento
persone detenute momentaneamente per evitare che realizzino la mobilitazione
agraria e popolare che si svolgera’ da domani nelle regioni colombiane,
oltre ai crimini eseguiti nelle giornate precedenti alla mobilitazione
ESIGIAMO
DALL’ UFFICIO DELL’ ALTO COMMISSARIATO DELLE NAZIONI UNITE DEI DIRITTI
UMANI
(OACNUDH)
o Il compimento del suo mandato di ispettore sullo stato colombiano e
i suoi obblighi costituzionali e dei diritti internazionali dei diritti
umani.
DALLO STATO COLOMBIANO
o L’immediato compimento delle reiterate raccomandazioni sull’osservanza
e il rispetto del Diritto Internazionale dei Diritti Umani che la Commissione
dei Diritti Umani delle Nazioni Unite, La Commisssione Interamericana
dei Diritti Umani della OEA e altri organismi internazionali hanno formulato.
o Far cessare le misure repressive e intimidatorie a cui sono sottoposti
le comunita’ dei municipi di Chaparral, Parado, Santa Isabel, Boqueron,
Coyaima, Purificacion, Castilla e Anzuategui nel Dipartimento del Tolima
da parte delle Forze regolari e irregolari dello Stato Colombiano.
o Garantire il diritto alla vita, all’integrita’ fisica e psicologica,
alla libera circolazione, la liberta’ di associazione e di protesta dei
cittadini dei municipi nei dipartimenti di Tolima, per mano delle Forze
regolari e irregolari dello Stato Colombiano.
DAI GOVERNI LOCALI DEL TOLIMA, PUTUMAYO E ARAUCA
o Far cessare le misure repressive che si stanno verificando nei Municipi
di Chaparrado Parado, Santa Isabel, Boqueron, Coyama, Purificacion, Castilla
e Anzuatequi nel dipartimento del Tolima, da parte delle forze armate
regolari e irregolari dello stato colombiano.
DALLA DEFENSORIA DEL POPOLO
o Compiere con il suo ruolo istituzionale di vigilare per la garanzia
e il rispetto dei diritti costituzionali della vita delle comunitá presenti
nei municipi e dipartimenti menzionati
SOLLECITIAMO
ALL’ UFFICIO DELL’ ALTO COMMISSARIATO DELLE NAZIONI UNITE DEI DIRITTI
UMANI ( OACNUDH)
o Nell’ ambito dei doveri del suo mandato, rivolgere la sua gestione perché
le attuazioni dello stato colombiano seguano le norme interne ed esterne
che si é compromesso a rispettare e che si inizino le investigazioni per
evitare che si disconoscano le stesse.SOLLECITIAMO LE ORGANIZZAZIONI DEI
DIRITTI UMANI E LE ORGANIZZAZIONI POPOLARI A MANTENERSI ATTENTI E ALLERTA
DAVANTI ALLA CRITICA SITUAZIONE DEI DIRITTI UMANI CHE STANNO AFFRONTANDO
I DIPARTIMENTI DI TOLIMA, ANTIOQUIA, BOLIVAR, SUD DI SANTANDER, CAUCA
E PUTUMAYO E SOPRATTUTTO DI FRONTE ALL’ IMMINENTE REPRESSIONE E IL RISCHIO
